Profile
of the Directorate of Arts:
From
the point of view of its objectives, the functions which the Art
Directorate is expected to perform could be demarcated into three
broad spheres as follows: -

Art in general education;
-
Specialized Art education at the post S.S.C. or Collegiate level;
-
Promote and patronize art and artists, and offer organization
to people at large in the field of visual arts.
As
far as the functions relating to Art education are concerned, the
Art Directorate is expected to discharge its responsibilities
on two plans - the one at the school level and the other at the post
S.S.C. level. In the realm of general education, Art (Drawing and
Painting) is viewed not as an end in itself but as a means to an
end, subserving the wider aims and objectives of general education.
The Directorate is thus expected to help in the formulation of the
curriculum and teaching programmes in this field not with a view to
producing Artists but cultivating and developing the sense of beauty
and art appreciation amongst the students from the general stream
and providing an effective out-let for the creative urge latent in
them all. This is to help develop a healthy and harmonious
personality of upcoming students. In the sphere of Higher Art
Education, the aim of the Directorate is to take all possible
measures to promote and develop specialized art education in various
branches, such as Drawing and Painting, Sculpture, Applied Art,
Art-Crafts and Teacher Training, so as to enable the trainees to
secure gainful employment and buildup their professional careers in
the respective fields.
As
regards the remaining two functions, these are in a way interlinked.
Art cannot exist and thrive in social vacuum. It derives its
sustenance from life and in a part of life. The Art exhibition
organised by the Directorate of Art are motivated by the two-fold
objective of providing the necessary impetus and public patronage to
professional art and artists on the one hand and to create and
develop the taste for art and art appreciation amongst the people on
the other. The Directorate in a way acts as a Liaison between the
artists and the people at large, so as to establish a fruitful
dialogue between them. Pictorial and Plastic arts in fact serve as
one of the most powerful instruments for the spread of aesthetic
outlook, thereby imparting to life a sense of value which is so
necessary for the healthy growth of social life.
Decentralisation
of activities:
Art
activities were concentrated for the most part in the Metropolitan
City of Mumbai, prior to formation of the Art Directorate. The State
Directorate of Art is also expected to take measures to ensure
equitable distribution of facilities for artistic expression and
appreciation for the benefit of the rural masses in the entire
state.
ORGANISATION
PATTERN:
The
structure of the Directorate consists of a Central office headed by
the Director of Art as a Head of the Department and the following
subordinate offices under its control:
1.
Inspectorate of Drawing and Craftwork, M.S. Mumbai.
2.
Sir J.J.School of Art, Mumbai.
3.
Sir J.J.Institute of Applied Art, Mumbai.
4.
Chitrakala Mahavidyalaya, Nagpur
5.
Government School of Art, Aurangabad.
Besides
the Director of Art, there are four officers in the Central Office
viz. (1) Dy. Director of Art (Admn.)-Class I, (2) P.A. to the Director of Art-Class II;
(3) Controller of Examination -Class-II and (4) Accounts Officer -
Class II. These officers carry out certain specific responsibilities
assigned to them corresponding to different functions and activities
of the Directorate of Art M.S.Mumbai.
Art
Inspectorate consists of (6) Art Inspecting Officers - one in Class
I and the remaining five in class II. This office is mainly required
to discharge the responsibilities relating to inspection of Art in
general education, payment of grant-in-aid to Private Art
Institutions and holding Child Art Competition and Organisation of
In-service Training Courses for the Primary School teachers etc. The
four institutions mentioned above are all Government Art
Institutions, each headed by the Dean as a Head of Office.
